Ronne has been engaged in professional and occupational licensing and regulation across more than 50 health and technical professions for more than 15 years. Licensed as an attorney, with a Masters in Public Administration, Ronne moved from private practice to regulation and public service with the privilege of serving in leadership positions for the Council for Licensure Enforcement and Regulation (CLEAR), including Past-President, Chair of the Annual Educational Committee and other committee leadership/participation.
Ronne served as the Program Director and administered 6 mental health boards, became the Deputy Director of Healthcare and then the Division Director for the Division of Professions and Occupations, Department of Regulatory Agencies in Colorado. Leading an umbrella organization, Ronne demonstrated her willingness to collaborate and build strategic relationships, to propose and successfully implement legislative agendas and engage in policy discussions, to direct risk management, to successfully manage organizational change and deliver key objectives across the state.
Ronne has managed public relations, stakeholder engagement, strategic planning, and developed and delivered training, presentations, and annual conference events.
As a leader in regulation and innovation, Ronne led streamlining efforts for licensing to reduce licensing timelines, complaint management and alternative pathways for licensure.
Ronne is a partner at The Regulatory Consulting Group, where her dedication to regulation, governance, ethics, labor mobility and innovation come together to inform a new discussion in smart regulation.

An active member of the regulatory community since 1998, Caroline spent her early career as a licensed Optician/contact lens fitter, then thirteen years at the College of Opticians of Ontario, ten of those as Registrar & CEO.
An advocate of both the Health Profession Regulators of Ontario (HPRO) and the Council on Licensure, Enforcement and Regulation (CLEAR), she had the privilege of serving as Vice President of HPRO in 2008 and President of CLEAR in 2010.
Caroline has held multiple leadership positions focused on legislation, policy, governance, jurisprudence and Board/Committee administration at the state, provincial, national and international levels. Her experience spans regulated health professions, occupational and professional regulation, attorneys, adjudicators and public health. Caroline has managed administration, public relations and stakeholders as well as developed, planned and delivered educational programs and services, training events and annual conferences.
In a shift towards technology, Caroline spent several years in the private sector as an Account Executive in regulatory software and DevSecOps solutions where her enthusiasm for the future of work was shaped by a combination of curiosity, experience and a deep appreciation for innovation.
Caroline is a partner at The Regulatory Consulting Group where her passion for regulation, licensing, quality assurance/continuing education, competencies, governance, professional ethics, labor mobility and strategic planning come together to transform and shape a new conversation in relevant regulation.
